Kansas Bank Commissioner to Retire

Kansas Bank Commissioner, David Herndon has announced his retirement effective October 30, 2026. Mr. Herndon was appointed Commissioner by Governor Laura Kelly in 2019 following a 55-year career in Kansas banking.


Commissioner Herndon said “Being Kansas Bank Commissioner has been a true professional highlight and extreme pleasure. I’m honored to have been able to have served as bank commissioner allowing me to lead an extremely talented staff, dedicated to making the Office of the State Bank Commissioner (OSBC) a premier state agency as well as a highly respected regulatory agency amongst its peers and industry. We’ve navigated through dynamic events and have reaped rewards working with Kansas bankers and other professionals in this industry.”

Mr. Herndon became Bank Commissioner after serving most of his career as President / CEO and director of First State Bank, Kansas City, Kansas. He also served as the Chief Operating Officer for that bank’s holding company, First Bancshares. He was instrument in the holding company establishing the de novo Lawrence Bank, Lawrence, Kansas in 2000 where he also served as a member of the bank’s board of directors. Additionally, he served as a director of Bankers Bank of Kansas which included a term as Chairman of that bank’s board of directors.


Commissioner Herndon has been deeply committed to Kansas Banking throughout his career. He was active in several committees of the Kansas Bankers Association (KBA) and served the state’s banking trade association as Chairman in 2009. He received the KBA Flint Factor Award in 2026. The KBA Flint Factor Award recognizes individuals who consistently demonstrate the “Flint Factor” — the passion, stability, and significant impact that Kansas community bankers bring to their local communities.
